Reporting to the Senior Manager of Digital Transformation, the Senior Business Analyst will act as the technical liaison and consultant for the Technology and Innovation Services division.
Essentially, the Senior Business Analyst (SBA) is responsible for understanding what the objective of a project/initiative is, identifying how to achieve it, managing any changes to the objective, and ensuring that all deliverables are aligned with the desired vision and end state. This role focuses on the product (solution) and is responsible for working with the business partners in consultation with other TIS staff to determine requirements, develop specifications, and applying an appropriate level of rigour to evaluate, acquire, and implement corporate technologies that meet business needs, and are compatible with the corporate application, data, and technology architecture.
Using expert business, product, and technical knowledge, the Senior Business Analyst works on and leads various medium to large transformation projects across a number of work streams.
As a project leader in the organization, this position demonstrates the Town’s CARE Core Values (Collaborative, Accountable, Respectful and Engaged) through daily interactions with individuals at all levels of the organization, external contacts, and elected officials. The PM/BA holds staff and themselves, accountable for the Core Values, the Code of Conduct, and the Respect in the Workplace policy.
Duties for this progressive role include, but are not limited to:
Acting as a liaison between the various departments and TIS to proactively identify and bring strategic initiatives from concept to implementation and ensuring service excellence to TIS internal and external clients.
Providing leadership during a project in eliciting and clarifying project requirements and leading teams to “right-fit” solutions, and project management solutions while balancing project constraints and risk.
Providing leadership in developing business analysis plans that implement strategies for gathering, reviewing, analyzing and refining user requirements and business processes.
Playing a lead role in eliciting user requirements, developing and refining requirements, building business process models and creating quality/test documentation used to support and drive the goals of the business analysis plan or TIS BA initiatives.
Gathering the products (outputs) of business analysis plans or fact-finding initiatives and translate what has been collected into comprehensive documents (e.g. flowcharts, Business Requirement Documents –BRD, Use-Cases etc.) used to clearly define project/departmental goals.
Working closely with business partners, process experts, vendors, technical architects, subject matter experts and IT staff to support the documentation of design and/or development of solutions that meet user/business/project requirements and their intended goals.
Contributing to and participating in request for proposal initiatives (RFP) or town recruitment process that may include requirements documentation, vendor product reviews, vendor evaluation and vendor selection.
Developing and documenting quality/testing plans, test cases, test data samples and solution verification checklists that support the sign-off, acceptance and delivery of TIS solutions.
Identifying and reporting business processes and procedures that may benefit from a business analyst review.
Supporting the preparation of end user documentation and development of training plans, communication and organizational change management as part of IT initiatives.

As the successful applicant, you must possess:
University degree in Business Administration, Engineering, Computer Science, Management Information Systems, or related discipline, or an equivalent combination of education and experience
Professional certification achieved and maintained in one or more of the following including the IIBA Certified Business Analyst Professional (CBAP) or Certification of Competency in Business Analyst (CCBA) and/or PMI-Professional in Business Analysis certification (PMI-PBA)
PMP - Project Management Professional (PMP) certification from the Project Management Institute is preferred
Certification in ITIL 4 Foundations in IT Service Management is preferred
A minimum of seven (7) years of directly related Business Analysis experience with progressive responsibility
Proven track record in the application of Business Analysis tools, techniques and methodologies throughout the lifecycle of a project or initiative
Strong research and analytical skills to identify and determine the requirements and needs of internal and/or external stakeholders
Excellent collaboration and engagement skills and an ability to provide advice and leadership to stakeholders as it relates to solutions and/or services delivered by TIS
Ability to balance multiple corporate objectives, identify urgencies and importance of each initiative or project, assess the value of required task and maintain order as corporate demands evolve
Excellent communication skills and ability to establish a strong rapport and enhance working relationships with internal and external stakeholders
Demonstrated user training, presentation and facilitation skills
Possess the ability to work both independently and as part of a team
Advanced level of computer proficiency using MS Office (Outlook, Word, Excel, PowerPoint OneNote), familiarity with Microsoft 365 tools (OneDrive, SharePoint, Teams) would be considered an asset
Familiarity with diagramming and graphic applications like Microsoft Visio, MindManager would be considered an asset
Experience in a variety of project methodology types d (I.e. Agile, Scrum. Kanban, Lean, Waterfall, etc.)
Exceptional written and verbal communication skills developing and delivering information to both technical and non-technical audiences
Experience creating requirements packages and other relevant documentation
Salary: $92,029 - $108,272 per annum (Band F)
