Reporting to and under the direction of the Supervisor of Purchasing, the Buyer is responsible for:

  • the preparation, co-ordination, processing and maintenance of systems-type contracts for the town (requests for tenders, proposals, quotations, etc.…);

  • ensuring compliance with the Purchasing Policy, insurance and WSIB requirements and encourage Departments to consider Accessibility Standards in their specifications;

  • gathering information from various sources and Departments to determine Town requirements and meet rigid deadlines;

  • utilize and support the purchase order system;

  • support other purchasing staff when required; and,

  • other duties as may be assigned.

As the successful applicant, you will possess:

  • a post-secondary Degree/Diploma preferably in Purchasing, Finance, Business Management or related discipline;

  • a completed or willingness to work towards an Ontario Public Buyers Association (OPBA) – principals certificate;

  • a completed or actively working towards a Universal Public Procurement Certification Council (UPPCC) designation (CPPB or CPPO) or Supply Chain Management Association (SCMA) designation (CSCMP);

  • a minimum of three (3) years of directly related purchasing experience;

  • a demonstrated Intermediate level proficiency in Microsoft office software;

  • proficiency with automated purchase order systems an asset;

  • knowledge of service contracts, blanket purchase orders and general purchase orders;

  • a sound understanding of purchasing ethics, procedures and legislation as they relate to procurement;

  • sound judgement to identify risks and opportunities;

  • excellent communication skills orally and in written form in a clear, concise and courteous manner;

  • the ability to analyze information (written and numerical) and make recommendations for appropriate actions

  • proven organizational and time management skills to meet goals and objectives;

  • the ability to establish and maintain effective working relationships with staff, clients and the general public; and,  

  • the ability to work effectively in a team environment as well as independently with minimal supervision.

Salary: $48,285 - $60,351 per annum (Band D) 

Hours: Monday to Friday – 8:30 a.m. to 4:30 p.m.
