The Business Analyst is a hybrid position that acts as a Business Analyst (BA), Project Manager (PM) or both across multiple projects and initiatives simultaneously. The role is a critical bridge between Technology and Innovation Services (TIS) and its client groups. The Business Analyst supports client needs, negotiates and builds consensus between different client groups with diverse goals, and ensures that technical solutions meet business needs/objective, corporate strategic directions, and capabilities delivered by TIS. The result is project delivery that improves business operations and brings the greatest business value to the organization.
The Business Analyst is responsible for understanding what the objective of a project is, leading how to achieve it, managing any changes to the objectives, and ensuring that all deliverables align with the desired end state. This role focuses on the product (solution) and is responsible for working with the business partners in consultation with other TIS staff to determine requirements, develop specifications, and applying an appropriate level of rigour to evaluate, acquire, and implement corporate technologies that meet business needs, and are compatible with the corporate application, data, and technology architecture.
The BA will apply proven communication, analytical, and problem-solving skills to help support the development process, and to ensure that project deliverables are met according to specifications. The role will play a pivotal role in ensuring IT understanding and translation of business requirements.
The Business Analyst has a responsibility to stay current on new developments, champion best practices, review their applicability to the Town’s projects, and determine the level to which it is implemented to align to the Community Strategic Plan (CSP) and the Corporate Information Technology Digital Strategic Plan (CITDSP).
As a project leader in the organization, this position demonstrates the Town’s CARE Core Values (Collaborative, Accountable, Respectful and Engaged) through daily interactions with individuals at all levels of the organization, external contacts, and elected officials. The PM/BA holds staff and themselves, accountable for the Core Values, the Code of Conduct, and the Respect in the Workplace policy.
Project Management
Lead smaller scale transformational projects.
Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.
Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
Liaise with project stakeholders on an ongoing basis.
Set and continually manage project expectations with team members and other stakeholders.
Plan, schedule, and track project timelines, milestones, and deliverables using appropriate tools.
Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
Define project success criteria and disseminate them to involved parties throughout project life cycle.
Conduct project postmortems and create a recommendations report in order to identify successful and unsuccessful project elements.
Develop best practices and tools for project execution and management recognizing that this is not a one size fits all model and scalable project management tools and support are expected.
Estimate the resources, participants, and change management needed to achieve project goals.
Draft and submit budget proposals and recommend subsequent budget changes where necessary.
Direct and manage project development from beginning to end.
Develop full-scale project plans, foundational project documents, and associated communications documents.
Delegate tasks and responsibilities to appropriate personnel.
Identify and resolve issues and conflicts within the project team.
Identify and manage project dependencies and critical path.
Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Business Analysis
Clearly identify project stakeholders and establish user classes, as well as their characteristics.
Determine and establish the right-sized approach for the client’s needs that ensures the requirements are sufficient to move the project forward. This may mean a quick assessment versus a more robust approach depending upon the project.
Conduct interviews, workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods to gather, compile, and convey, user requirements to development teams throughout the software lifecycle.
Identify and establish the scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
Work with stakeholders and the project team to elicit, analyze, specify, prioritize, and validate the business needs and requirements of project stakeholders, whether they are customers or end users.
Research, review, and analyze the effectiveness and efficiency of existing requirements gathering processes and develop strategies for enhancing or further leveraging these processes.
Assist in conducting research on software and hardware products to meet agreed-upon requirements and to support purchasing efforts.
Participate in the QA of purchased solutions to ensure that the features and functions have been enabled and optimized.
Corporate analysis and documentation
Writing content, research, and environmental scans, developing reporting processes, writing RFP’s engaging stakeholders and ensuring team accountability to deadlines and project objectives are met.
Track Work Plan projects to support them staying on time, on budget, and meeting deliverables. Ensures all plans align to Corporate Strategic Plan, CITDSP.

As the successful applicant, you must possess:
College degree in a related discipline (e.g., Project Management, Business Administration, Computer Science, Management Information Systems, or related), or an equivalent combination of education and experience ;
At least three (3) years of progressively responsible experience providing analysis and project management support for multi-departmental initiatives and projects;
Certification as a Project Management Professional (PMP) with the Project Management Institute (PMI) or Certification as a Certified Associate in Project Management (CAPM) with the Project Management Institute (PMI)
Certification (or working towards) PMI Business Analyst Certification (PMI-BA) is preferred
Experience utilizing Lean process management methodologies (White Belt certification or higher preferred)
Experience planning and implementation organization Change Management Principals (Prosci certification an asset) within projects and initiatives.
Business Relationship Management Professional (BRM) certification is considered an asset
Strong research and analytical skills to identify and determine the requirements and needs of internal and/or external stakeholders
Excellent collaboration and engagement skills and an ability to provide advice and leadership to stakeholders as it relates to solutions and/or services delivered by TIS
Ability to balance multiple corporate objectives, identify urgencies and importance of each initiative or project, assess the value of required task and maintain order as corporate demands evolve
Excellent communication skills and ability to establish a strong rapport and enhance working relationships with internal and external stakeholders
Demonstrated user training, presentation and facilitation skills
Possess the ability to work both independently and as part of a team
Advanced level of computer proficiency using MS Office (Outlook, Word, Excel, PowerPoint OneNote), familiarity with Microsoft 365 tools (OneDrive, SharePoint, Teams) would be considered an asset
Familiarity with diagramming and graphic applications like Microsoft Visio, MindManager would be considered an asset
Experience in a variety of project methodology types d (I.e. Agile, Scrum. Kanban, Lean, Waterfall, etc.)
Exceptional written and verbal communication skills developing and delivering information to both technical and non-technical audiences
Experience creating requirements packages and other relevant documentation
