Reporting to the Senior Manager, Digital Transformation, the Sr. Change Management Specialist will play a key role in ensuring that projects (change initiatives) meet objectives on time and are according to budgets. The Sr. Specialist will focus on the people side of change – including changes to business processes, systems and technology, job roles and organizational structures. The primary responsibility will be to create and implement change management strategies and operational plans (Training, Communication, Resistance Management, Coaching, etc.) that maximize employee adoption and usage, and minimize resistance for the Town of Whitby’s Workday implementation.
The Sr. Change Management Specialist will work to drive faster adoption, higher ultimate utilization, and greater proficiency of the changes that impact employees in the organization to increase benefit realization, value creation, and the achievement of results and outcomes.
The Sr. Change Management Specialist will have supervisory responsibility for a Training & Learning Specialist (Workday). The Sr. Specialist will also work with and through many others in the organization to succeed, and will direct the work of individuals on project and change teams as they integrate change management activities into their project plans. The Sr. Change Management Specialist will act as a coach for senior leaders in helping them fulfill their Sponsorship role. The Sr. Specialist will also provide direct support and coaching to all levels of managers and supervisors as they help their direct reports through transitions.
Apply a structured methodology and lead change management activities (e.g. Workday implementation, and other technology transformation projects) based on business demand, challenges and project implications.
Evaluate project plans and identify change initiatives required for successful project execution and to deliver sustainable results.
Create and implement change management strategies and related operational plans outlining actionable deliverables for the five change management levers: communications plan, sponsor roadmap, coaching plan, training plan, resistance management plan.
Support the design, development, delivery and management of related communications.
Provide needs analysis, input, document requirements and support the design and delivery of related training programs.
Identify, analyze, prepare and manage the implementation of risk and resistance mitigation tactics.
Review existing strategies and plans and recommend improvements.
Manage the portfolio and organizational change load/saturation.
Act as primary contact to address any issues and queries on change management activities.
Consult, advise and coach project and change management teams.
Support and engage senior leaders, and coach managers and supervisors.
Support Managers in relation to change management plans including communications, trainings, stakeholder engagement, and impact analysis.
Support organizational design and definition of roles and responsibilities as it pertains to change and transformation.
Coordinate efforts with other specialists within Human Resources, Corporate Communications & Creative Services, and other departments to execute change plans.
Partner with Project Managers and teams to integrate change management activities into the project plan.
Utilize best practices to conduct impact analyses, assess change readiness and identify key stakeholders.
Evaluate and ensure end user readiness.
Monitor the adoption and utilization of change initiatives.
Define and measure success metrics and monitor change progress.
Lead, advise and champion organizational change as an integral part of projects to manage the people side of change.
Directs and oversee project and change team and/or contractors in the implementation of change strategy and operational plans to ensure successful implementation of project and change plans.
Lead, advise and proactively work with individual and team members of the project to encourage, support, motivate and engage them to meet the goals and deliverables.
Provide leadership and governance throughout the project lifecycle as it relates to the change management strategy, plans and activities beyond project close.

As the successful applicant, you must possess:
Post-secondary university degree in a related discipline (Human Resources, Administration, Psychology, Education, Adult Learning), or related discipline;
Change management certification or designation required; Prosci Certification preferred;
C.C.M.P designation in good standing or working towards designation;
C.H.R.P. designation in good standing or working towards designation;
Lean White Belt or greater would be an asset;
Familiarity with project management approaches, and tools and phases of the project life cycle – PMP would be an asset;
Seven (7) years’ experience in a related human resources, organizational development, or change management role;
A combination of equivalent experience and education would be considered;
Experience development change strategies and related plans;
Ability to train based upon adult learning principles;
Acute business acumen, and an understanding of organizational issues and challenges;
Experience with large- or medium-scale organizational change efforts and proven experience in needs assessment, developing, implementing and managing organization-wide programs;
Demonstrated ability to provide guidance, coaching and broad assistance to leaders and staff;
Demonstrated high level of initiative and flexibility, with the ability to plan and work independently and successfully with a team;
Exceptional computer skills using Microsoft Office (Outlook, Word, Excel, PowerPoint) and desktop publishing software (MS Publisher, Adobe);
Advanced facilitation and presentation skills and experience with delivery of training, focus groups, etc.;
Strong interpersonal skill and excellent communication (written and verbal) and able to adapt style and articulate messages to a broad, varied audience concepts and in a simple to understand format;
Excellent active listening skills and ability to establish and maintain strong relationships;
Ability to influence others and move toward a common vision or goal;
Creativity to develop/brand and market training programs and materials that have impact to a broad audience;
Strong strategic thinking skills and ability to plan years in advance;
Strong project management and project team management skills with the ability to organize, plan and schedule large project team work as well as monitor and evaluate progress and report on results;
Utilize best practices in organizational development, organizational behaviour/ psychology and change management models (Prosci, Kotter, Bridges, Lewin’s, Kübler-Ross) to create thoughtful and focused solutions;
Exceptional critical thinking skills to enable the analysis of complex individual and system wide people issues that impact project achievements, outcomes and performance;
Strong analytical skills to analyze information from a variety of sources, where there may be insufficient information and make recommendations;
Ability to be comfortable with ambiguity, having the ability to create tangible and strategically sound plans out of abstract ideas, ability to quickly adapt and shift focus across many levels of information;
Ability to effectively identify root causes and problem solve, seeking and surveying information from diverse sources and recommending innovative solutions. Issues maybe complex and need to be investigated to determine the proper approach and resolution;
Provide balanced and informed recommendations regarding ambiguous and complex employee issues, using strong critical think skills and empathy, coupled with the courage when facing resistance; and,
Ability to discern patterns from data and develop responses via development of plans/process/practice.
Salary: $92,029 - $108,272 per annum (Band F)
